LEGISLATIVE UPDATE: DLCP Public Advisory Transparency on Business Licensing Reform and Accountancy Practice Emergency

(WASHINGTON, DC) – The District of Columbia is committed to ensuring that the District’s business licensing laws remain modern, efficient, and responsive to the needs of businesses while protecting consumers. As the District’s business community continues to grow, it is important that licensing requirements keep pace with evolving business practices, professional standards, and advances in technology.
On July 14, 2026, the Council passed Bill 26-730, the Business Licensing Reform and Accountancy Practice Emergency Amendment Act of 2026. Mayor Bowser signed the emergency legislation on August 10, 2026. The legislation, which expires on November 8, 2026, seeks to modernize the District’s business licensing framework and update provisions governing the practice of public accountancy. This is achieved by:
1. Improving communication with Advisory Neighborhood Commissions by requiring DLCP to provide notice within 30 days before granting or renewing licenses for theaters, cinemas, dance halls, and other entertainment establishments;
2. Providing businesses with greater licensing flexibility by authorizing four-year Basic Business Licenses, extending the period for renewing expired licenses, and allowing refunds for business license fees paid in error; and
3. Supporting motor clubs and roadside assistance providers by exempting businesses that provide private towing services exclusively on behalf of motor clubs from the District’s towing service storage lot requirements.
Additionally, the bill refines the District’s certified public accountant licensing framework by creating an alternative pathway to licensure for qualified applicants with a bachelor’s degree and relevant professional experience. The legislation also promotes the license mobility by granting practice privileges in the District to CPAs who are licensed and in good standing in another jurisdiction.
